.Net framework is pre-installed on Vista so you don’t need to separately install it. And for the editor you also need to install JRE (Java runtime environment)..Try these..

i downloaded .net framework 4.0, its the latest version and the only version that i can install on my vista sp2.
i go to the player records (where it shows how much a guy’s avg etc) when i turn the editor on, it gives the .net error:

then when i click load on the editor it gives “icc editor” error
